Modern construction is the main threat for archaeological monuments. As far as archaeological research is concerned, Russian territories are poorly and rather patchy explored making identification of archaeological objects in development areas quite a burning issue. The issue resulted in currently effective Act On Objects of the Cultural Heritage (Historic and Cultural Monuments) of the Peoples of the Russian Federation. Its main requirement is obligatory prior survey of the development area to identify archaeological monuments followed by deciding on protection measures to be taken. The legislative requirement of safeguarding monuments during design and construction works is reflected in obligatory requirement for design estimate documentation to include the section Protection of Archaeological Heritage Sites.
